Chui Kun Pak the Chief Justice absconded and the

Treasurer II SING YI has been arrested and will be examined

by a Commission of three on the charge of having embezzled

public money. A number of prominent Communists escaped.

Following these events the various bedies belonging

to the Kuaintang issued manifestoes. That of the Kuangtung

announced the Governments object in suppressing the Communist

movement and save the following reasons (1) Communism is

unsuited to conditions in China (2) It is contrary to the Three

Principles of Sun Yat Sen (3) It has perverted the Labour and

Peasant movements and (4) It has oppressed the workmen and

peasants.

Apparently the Goverment did not feel itself strong

enough to suppress altogether any of the communistic organisations It contented itself with ordering that they should be reorgan-

ised under officials who were not Communists. The necessity for

such reorganisation was shown in the record of such societies

as the Post Office Employee's Union. It will be remembered

that as a result of several threats to strike on the part of this

Union the Government undertook to subsidise its members to the

extent of some $16000 a month. In all about $88000 was paid out;

of this sum $8000 was found to have been spent on arms and ammunition, while the balance found its way into the pockets

of the officials.
